Stock Exclusion Web App Description

This Stock Exclusion application is indicative only. The application serves to inform landowners about what stock exclusion requirements are located within their property boundary that may require action. The application is designed to be used in conjunction with our supporting guidance materials that can be found on the farmers hub webpages, Keeping stock out of waterways | Environment Canterbury (ecan.govt.nz) For further support, please contact our Customer Advisory team or your local Land Management Biodiversity Advisor, who can connect you with additional resources or for further guidance on what stock exclusion requirements apply to your property.

How you use Instructions

To locate your property on the app, input your address into the property search bar or locate on the app. Click on your property, upon doing so, a pop-up will appear displaying a list of all stock exclusion considerations that apply to your property. If the field is populated this means we may require you to take further action, please consult the appropriate zone-specific Stock Exclusion Step- by-step guide for further guidance on what this might be.

Layer descriptions

The app pulls together indicative property boundaries and all operational Canterbury Land and Water Regional Plan (LWRP) rules applicable to stock exclusion. It does not include Wetland areas.

Property Boundaries (Indicative):

This layer shows indicative property boundaries derived from Agribase, valuation and land parcels. When you click on a property it will open a pop-up showing indicative Stock Exclusion criteria potentially associated with that property to be aware of.

Estimated Spring Locations:

This layer shows the location of springs across the Canterbury region under the LWRP.

Estimated LWRP Freshwater Bathing Sites:

This layer indicates specified freshwater bathing sites on Canterbury’s rivers and lakes per Schedule 6 of the LWRP.

Estimated LWRP PC7 Decision – Salmon Spawning Sites:

This layer shows the lengths of Canterbury Rivers that are deemed a significant spawning site for salmon as per the LWRP.

Estimated LWRP PC7 Decision – Critical Habitats – Rivers:

This layer shows the location of all Critical Habitats (Rivers) across the Canterbury region as described in the LWRP Plan Change 7 decision.

LWRP – Rivers:

This layer shows indicative LWRP Canterbury rivers categorised by their water sources: alpine, hill-fed, lake-fed, spring-fed, and natural. This layer includes streams and modified watercourses. Artificial watercourses, like irrigation canals or drainage canals, are excluded from this layer.

Ecan River Network:

This layer shows the main rivers, streams and drains in Canterbury and is created from using the LINZ river layer and aerial imagery. Attributes include Māori and English river names, river type, feature type, and source metadata. The Ecan River Network is hydrologically connected and traceable. Attributes from NIWA’s River Environment Classification (REC) layer that make up the river type classification (network position, climate, source of flow, geology, landcover and valley landform) have been spatially associated.

Estimated Drains and watercourses (Flood Protection and Drainage Bylaw 2013 - Amended 2019):

This layer shows all drains that the Regional Council manages and maintains throughout the Canterbury Region. Buffering of 10m has been added to alleviate any errors in drawing the drains, therefore consider the two outer lines as advisory only. LWRP defines a drain as any artificial watercourse that has been constructed for the purpose of land drainage of surface or subsurface water and can be a farm drainage channel, an open race or subsurface pipe, tile or mole drain, or culvert.

LWRP PC7 Decision - Main and Secondary Hinds Drain:

This layer shows Main and Secondary Hinds Drains as described in the LWRP Plan Change 7 decision. There are rules that exclusively apply to this area, please see supporting documents for further information.

Plan Change 2 (LWRP) - Hinds/Hekeao Plains Area:

This layer displays the Hinds/Hekeao Plains Area. There are rules that exclusively apply to this area, please see supporting documents for further information.

LWRP PC7 Decision - Mātaitai and Waipuna Protection Zone:

This layer shows the Mātaitai and Waipuna Protection Zone as described in the LWRP Plan Change 7 decision. There are rules that exclusively apply to this area, please see supporting documents for further information.

LWRP PC7 Decision - Critical Habitats – Lakes:

This layer shows the location of all Critical Habitats (Lakes) across the Canterbury region as described in the LWRP Plan Change 7 decision. A critical habitat is defined as an area which provides habitat for at least one of the freshwater species listed in the LWRP.

Estimated Plan Change 4 (LWRP) - Inanga Spawning Habitats:

This layer shows whitebait (inanga) spawning areas outlined in regional plans throughout the Canterbury region. As per the LWRP, an Inanga Spawning Habitat comprises any section of a lake, continuously or intermittently flowing river (excluding ephemeral rivers), artificial watercourse, coastal lagoon, or wetland situated within an area identified as 'Inanga Spawning Habitat' on the Planning Maps.

LWRP PC7 Decision - Ashley-Waimakariri Plains Area:

This layer shows the Ashley-Waimakariri Plains Area as defined on the Planning Maps. There are rules that exclusively apply to this area, please see supporting documents for further information.

Community Drinking Water Protection Zones:

This layer displays provisional protection zones for Community and Group drinking water sources in the Canterbury Region, following Schedule 1 of the proposed LWRP. These zones are designated or regulated areas aimed at ensuring the quality and safety of the community's drinking water sources.

LWRP - High Naturalness Water Bodies – Lakes:

This layer illustrates High Naturalness Lakes as identified in the LWRP. These water bodies, acknowledged in the plan, are deemed to possess exceptional or noteworthy characteristics.

LWRP Lakes:

This layer shows Canterbury’s lakes categorised by natural, coastal, artificial or high country as defined in the LWRP.

LWRP - Wairewa Valley Floor Area:

This layer shows the Wairewa Valley Floor Area. There are rules that exclusively apply to this area, please see supporting documents for further information.

LWRP - Te Waihora Cultural Landscape/Values Management Area (CLVMA) – Lake and River Zones:

This layer displays the Cultural Landscape/Values Management Area, which includes Lake Ellesmere (Te Waihora) and surrounding tributaries, covering both the lake and riparian margins of rivers. There are rules that exclusively apply to this area, please see supporting documents for further information.

LWRP - Hill and High Country Area:

This layer shows Hill and High Country Areas as defined in the LWRP across Canterbury. These areas include all land situated above 600 meters in altitude or with a slope exceeding 20 degrees.

LWRP – Planning Unit Boundary:

This layer enables you to identify whether you are in the South Coastal Canterbury Area and associated requirements articulated in the Stock Exclusion Step-by-step guides.

LWRP – Sub Regional Chapter Boundaries:

This layer identifies what Step-by-step guide is applicable for a property located across the different planning zones.
